Around “patriotism, professionalism, honesty, kindness” these core values, competition organizes graphic, broadcast, video, animation, Internet new media, micro film and other formats to publish creative design of public service advertising.
1.Entries must be relevant to the theme of the contest, and there should appear no elements of obscenity, violence or code violation.
2.Entries must be creative, unique and original. They must have accurate and clear expression, precise structure, fine workmanship, excellent comprehensive effects. They must be qualified for release via newspapers, radio, TV, Internet, posters and other media forms.
3.Entries must be participants' original works with no infringement of any third party's intellectual property or any other rights. Any legal dispute arising from the entries' copyright, right of portraiture and so forth shall be the participants' own responsibility.
4.All the entries will NOT be returned, and the host of the contest has the right to use the entries.
5.Apart from filling in all necessary information on the entry registration form as required, the participants also need to complete information form on the composition of creativity teams. The information may be needed later after the contest.
6.Contestants should fill the entry registration form carefully. If wrong or fail to fill in the contact information, the contestants should take the responsibility for unreachable.
7.Contestants should clearly understand the competition rules. All the contestants who submit the entries are considered as know and accept the rules of the competition and are constrained voluntarily.
The contest ONLY accepts online application. Contestants are required to file their applications on the official website (www.zgwcsj.com) for approval. All the entries must be submitted through the official website in the electronic form. The application deadline is July 31.
Entries are categorized as graphic works (including cartoons), video works (including animation, web ads and new media ads), micro-filming works and radio works. Please attach a description around 200 words when submitting entries. Meanwhile, contestants need submit the CD of entries and write the work number which will be generated after submitting online successfully. Constants need send the CD to Public Service Advertising Design Competition Organizing Committee.
1.Graphic works (including cartoons). Online submission: file format is JPG files in RGB with a resolution 300dpi. The size is A3 paper(297*420mm) and the number of series works should not exceed three. CD submission: They are electronic graphic files in CMYK with a resolution over 350dpi. The page layout should exceed the size of an A3 paper, and a single JPG picture should be bigger than 10MB.
2.Video works (including animation, web ads and new media ads).
1)Video works, duration must be no longer than 30s. There is no limitation of shooting tools and software. The width of screen should be more than 600 dpi. Do not use the countdown. Online submission: the work format should be FLV and less than 10M. CD submission: please submit high quality file.
2)The animation work should be in accord with the concepts of animation advertisements. There is no limitation of creation methods and software. 24fps. Duration must be no longer than 30sec, with music and dubbing. The number of series works should not exceed three. The width of screen between 500 to 800 dpi and do not use the countdown. Online submission: the work format should be SWF or FLV and less than 10M. CD submission: Flash work should be submitted editable FLV format and generated SWF format file, and please submit high quality files for the work with other formats.
3)New media: The requirements of works in JPG format can refer to the requirements of graphic works. AVI、FLV、MP4 format files should be smaller than 30M, and the details of other requirements can refer to the requirements of micro films. SWF format files should be smaller than 20M, and the requirements can refer to the requirements of animation works. MP3 format files should be smaller than 10M, and the requirements can refer to the requirements of radio works. The works of Web are accepted by HTML web file, the total amount of pages should be more than 5, less than 9. The width of pages should be 950 to 1920dpi. Please submit a zip file of HTML files and related data packets to the official online platform.
3.Radio works: Duration must be no longer than 30 sec. Online submission: The works should be in MP3 or WMA format, less than 3M. CD submission: MP3 format.
4.Micro films: Duration should be 3 min to 5min(including titles and credits). The aspect ratio should be 4:3 or 16:9 with the resolution over 1280 *720dpi. The format should be MP4. The films should be furnished Chinese caption. CD submission: high quality files.

In this contest, there will be 2 gold award winners who will be awarded 60,000 RMB each, 4 silver award winners who will be awarded 30,000 RMB each, and 8 bronze award winners who will be awarded 10,000 RMB each, 10 awards of excellence winners with certificates. The gold-winning works will be recommended to compete for the Judging Panels' Award, and winners will be awarded 300,000 RMB.
